At PACE, we believe that the voice of professional lobbyists and public affairs practitioners should be heard across all European countries. Our goal is to strengthen ethical lobbying and transparent policymaking by supporting the creation and growth of national associations where they do not yet exist — and by welcoming them into our European network when they do.

Whether you already have a national public affairs and lobbying association or are just considering forming one, PACE invites you to join a shared mission: to build trust, transparency, and professionalism in public affairs across Europe.

Why Establish a National Association?

Many professionals hesitate to establish a lobbying association because of misconceptions — yet these very reasons highlight why such an association is needed.
No lobbying law?
That’s precisely when to start. Associations can shape the debate before regulation begins, promote ethical standards, and advocate effectively for appropriate legislation.
No lobbyists?

Wherever there’s democracy, there’s lobbying — by businesses, NGOs, and citizens influencing policy. Those engaging with decision-makers are already part of this ecosystem.

Not ready yet?
Every democratic country, large or small, benefits from organized, transparent dialogue between public and private sectors.

What a Lobbying Association Can Do

Once established, a national association becomes a powerful platform for education, dialogue, and impact. Among its most important initiatives are:

  • Adopting a Code of Ethics – the profession’s license to operate.
  • Providing Training – in lobbying and ethics, sharing best practices and skills.
  • Hosting Debates – encouraging open discussions on lobbying and governance.
  • Engaging the Press – to promote transparency and balanced understanding.
  • Conducting Research – to inform public debate and legislative processes.
  • Joining Governance Platforms – contributing expertise to broader reforms.
  • Being Visible – through a dedicated website and active social media presence.

How PACE Can Help

PACE actively supports professionals and organisations in countries without a national association.

We welcome associate members — individuals or companies willing to pioneer the creation of an association in their country. This temporary membership, valid for up to two years and with a reduced fee, provides access to PACE’s knowledge, mentorship, and network.

During this period, PACE will:
  • Offer guidance and counselling on establishing an association.
  • Provide best practices, model ethical rules, and benchmarking tools.
  • Support one local event to raise awareness and mobilize stakeholders.
As a full member of PACE, you will gain:
  • Continuous advice and support from peers and experts.
  • Access to network-wide knowledge on legislation and practice.
  • Opportunities to participate in the PACE events and educational programmes.
